Sec. 2. Each member of this Grand Council, when present, shall be entitled to one vote, and the acting Grand Master to an additional vote in case of an equal division; and each Council of fifty members shall be entitled, if duly represented, to an! Additional vote for each additional fifty members, such additional vote to be cast by its senior officer present. Members may vote as such, and as proxy representatives, providing the Companion giving the proxy is not present.
