The dominion of Rome being thus ab solute and extensive, it is no wonder that the privi lege of being a Roman citizen, or as we should say, free of Rome, should be so useful to Paul as we find it was. This privilege of citizenship, at first confined no doubt to the inhabitants of the city, had been gradually extended to those of other towns and countries: generally as a reward for some service done to the Roman state.
