German States acquired their own railways as independent systems. Then Prince Bismarck further wanted to be able to Operate the Prussian railways in the interests of Protection while, though the traders were assured that the profits of the State system would be devoted to reductions of rates and charges, they soon found that these profits were to be made use of, rather, as a means of replenishing the exchequer.
