His argument is that once a state violates the human rights duties it owes under international law, any other state may step in for the victims, whatever their nationality. On this view, the older rule that a government answers to no other state for how it treats its own citizens no longer holds. The study works inductively from the theory and the actual practice of states. It considers how offending states may be held to account, both by individual states acting alone and through international organizations. The volume includes an index.
