On March 22-23, 2001, four organizations co-hosted the fourth annual Urban Operations Conference: the Military Operations in Urban Terrain Advanced Concepts Technology Demonstration, the Center for Emerging Threats and Opportunities, the U.S. Marine Corps Nonlethal and Urban Operations Program, and RAND Arroyo Center. Among their many varied interests, these sponsors share a desire to improve the readiness of U.S. and allied armed forces to conduct operations in urban areas, domestically and worldwide. The event featured speakers from the United States, Israel, Jordan, and the United Kingdom who addresses the following topics: Effects of urbanization on national military strategy; Actions needed to improve urban operations readiness; How to focus limited capabilities in urban environments; Coordinating civil and military objectives during stability operations; Psychological implications of conducting actions in densely populated areas; and Training military personnel for stability missions conducted in villages, towns, and cities.

This work summarizes the proceedings of the fourth annual Urban Operations Conference co-hosted by RAND Arroyo Center and representatives of the Army and Marine Corps. The goal of this conference was not just to simply inform the audience of the challenges inherent during urban contingencies but to actually find solutions to selected problems of notable current relevancy. Speakers were to be given problems to which solutions are sought rather than topics on which to speak, and the format was to provide significantly more time for audience discussion of issues with speakers.
