Addonizio (education policy, Wayne State U.) and Kearney (education, U. of Michigan) examine education policy reforms in Michigan and across the country over the past 20 years or so to examine what the nature of the reforms are, what they hope to accomplish, and how successful they have been. Emphasizing Michigan's efforts, they consider whether more money makes schools better and examine financing reforms resulting from Michigan's Proposal A in 1994, the impact it had on equity for students and taxpayers, and the issue of funding adequacy; accountability systems in Michigan's schools and whether they meet the directives of No Child Left Behind; assessment programs like the Michigan Educational Assessment Program (MEAP) and the National Assessment of Educational Progress (NAEP) to measure academic achievement and how student performance ranks in comparison to other states; the trend of school choice, including charter schools and the "school of choice" program; and the reasons for the decline in Detroit Public Schools and efforts to change it.
