This second volume of "Competence and Responsibility" contains the diverse proceedings of the 3rd European Conference conducted by the European Council for High Ability (ECHA), which was held in Munich, Germany, in October 1992. The papers provide a current overview of European research on giftedness and creativity and of attempts to provide differential education to the highly able. The organization of the symposia and workshops allowed a substantial exchange of ideas from both sides of the former iron curtain.
