This is the third book in a trilogy involving the main character Ethan Williston. When the U.S. entered WWI, in 1917, Ethan had just returned from Cairo, Egypt, where he was teaching Political Science at Egyptian University. Inadvertently, while he was there, he had been thrust into an espionage plot on the campus of the University. He was approached by British Intelligence in Cairo and agreed to work undercover for T.E. Lawrence (Lawrence of Arabia), an officer with the British High Command in Cairo. Ethan performs in assignment successfully and is recommended for his exploits to the Department of the Army in Washington, D.C. Ethan, when he arrives home is contacted by U.S. Military Intelligence Office (MI 4). Ethan's diligence as an undercover operative in Cairo is recognized by U.S. Major Van Deman, who recruits Ethan for training as a special agent for MI 4 at the field office in New York City. As this scenario unfolds, Ethan becomes involved in tracking a German industrial espionage plot right in the heart of the City of New York.
