'supply of unskilled labour exceeded the demand, but as the season approached for preparing the land for next year's crops, the great majority of the northern natives left, while, as usually happens, a large proportion of the local natives returned to their homes. This year it is exceptionally marked, and, owing to the disinclination to leave their families in a season of dearth, such as now prevails, recruiting came nearly to a standstill. Moreover, the great demand for natives at the Rand, and the inducements offered, diverted to the Transvaal mines the supply hitherto derived from Portuguese territory and Northern Transvaal, of Shangaan and Inhambane natives, the best by far of underground workers, so that at present the demand for labour in Southern Rhodesia exceeds the supply; though this is not the sole, or even the principal, cause of so many of the mines having shut down of late, it has led to serious loss and embarrassment, and materially conduced to this result. There are, however, grounds for believing that this state of things is at least in some measure due to temporal-)' or exceptional causes, and to look for improvement in the near future. 5. A Labour Bureau has but recently been organised, and as soon as the planting season is over, I anticipate good work from it. The northern natives, who may shortly be expected, will prove less raw each year they work, and a proportion will doubtless be found worth training for mining and other labour. The railway extension to the north on which approximately 3,000 natives are now employed is expected to reach the Zambesi in May or June next; should it be carried further, labour will probably be drawn to a greater degree than at present from the natives of Northern Rhodesia, and some of those now on rail...
