We can only give in bare outline a sketch of the situation as it was in 1897, when Milner found himself installed at Government House, Cape Town, surrounded by some honest and not a few deceitful counsellors; and set himself to grapple with the substantial facts as he was able to disentangle them from the setting of falsehood that has made the country known as the land of lies. His predecessor was Sir Hercules Robinson (Lord Rosmead), an experienced colonial administrator, who could be counted on to deal with all ordinary emergencies. But when the Jameson Raid took place, at the beginning of 1896, and opened a new chapter in South African history, he had reached an age which obviously precluded the idea of his "seeing the thing through." South Africa was in a fever, torn by rapidly growing dissensions between the Afrikanders and the friends of British ascendency. By universal consent, without any disparagement of Sir Hercules Robinson's high capacity and great services, a new pilot was needed to take the helm and steer the ship through the distracting cross currents and amid the perilous shoals that beset her course. Needless to say, the situation was no mushroom growth. It was born of ancient memories that festered in the minds of men on both sides--memories of remote quarrels, of bitter humiliations alternately imposed and suffered by either, of slayings, and dispersions and .surrenders, of fierce battles and hollow truces-- of all, in fact, that goes to make up the dreary tale of internecine strife prolonged through generations, until it became inextricably woven in the web of the people's thoughts, and was truly "bred in ...
