The continent of Africa is the first that demands attention. It offered attractions and facilities for colonisation which were largely availed of in the days of the Roman Empire, and has seldom, if ever, been entirely neglected since. Spain and Portugal started there before venturing across the ocean or round the Cape, and all that remains of the once vast colonial empire of the former is now to be found there. Every colonising country in turn, with the exception of the United States, which entered the field too late, has taken a hand in the game, and all retain some interest, though that of Holland is restricted to population without territory, which has become all British. It affords, therefore, the most involved, as well as most interesting, problem of economic treatment and industrial development. Algeria The north was naturally the part that originally attracted attention, if to put it in this way is not a slur on countries whose civilisation antedated that of Europe, the people of which were regarded as barbarians. That state of things ceased many centuries ago, and to-day we have to deal with countries entirely dominated to not quite 1s. per lb., and in striking contrast with the exactions in France, where a private importer of foreign cigars pays 50 fcs. per kilo., or 18s. per lb. for his luxury. This does not necessarily exclude French tobacco and cigars, which may be imported from the national factories free, but it affords the latter little opportunity of profit when they have to compete against such low duties. There is a concession, too, on salted meat, equivalent to the tax on salt imposed in the mother country. So...
