In 1863 the Legislature passed an act amendatory to section 1433 of the Revised Statutes of 1846 in relation to the election of Superintendents of the Poor. The act in part reads: "It shall be the duty of the Board of Supervisors of each county, at their annual meeting in the year eighteen hundred and sixty three, to appoint three discreet electors of such county to be Superintendents of the Poor within the same: one for the term of one year, one for the term of two years, and one for the term of three years; each to hold his office until another shall be appointed in his place, and duly qualified; and at their annual session in each year thereafter, they shall appoint one for the term of three years " In Wayne County the Board of Auditors continued to hold the appointive power. Each of the three boards appointed two members of the Board of Superintendents of the Poor from the county and one from the city of Detroit, notwithstanding the fact that Detroit paid seven-eighths of the poor tax. This was clearly unjust. The Detroit Poor Commission was created by act of May 31, 1879. P. H. Dwyer was appointed Secretary of the new board, and early in the eighties he began to devise a plan that would remedy the unjustness of the prevailing conditions. In 1883 he prepared a bill providing for the enlargement of the duties of the four Poor Commissioners to the extent of making them members of the Board of Superintendents of the Poor. The bill was fought fiercely in the Legislature and defeated. Somewhat changed the bill was introduced in the Legislature of 1885, and after a stormy session was passed, and approved March 13,...
