Excerpt: ... their priesthood, and as to the registering the canons of their Church, might be easily arranged with the leading Catholic Clergy. In the same Paper different plans were suggested for connecting the Catholic Clergy with the State; the one which was most.recommended was, that a provision should be made for them by the public, and that the aid granted to each should be obtainable by warrant from the Crown. It is due to Lord Londonderry to say, that the whole document shows he entertained the most fair and honorable disposition towards the Catholics, that his wish was not to undermine their religion, but, on the contrary, to strengthen its influence, and to deal with it so as to bind them through it, to the State. The following extract from a private letter written by him in August 1800, to a gentleman with whom he was in confidential correspondence, shows how wisely and justly he thought upon the subject:--" I am very happy to learn that the temper and sentiments of the Catholic Clergy continue to command your confidence. I am persuaded that the feelings of the principal characters in both Countries are favorably disposed towards them, and I trust that a measure for their advantage, as well as that of the State, Always Interested In PRESERVING THE ALLEGIANCE OF THE PEOPLE BY STRENGTHENING THE SENSE OF RELIGION, will not be delayed beyond the time which may be required to settle the detail of so important an arrangement." Upon the particular regulations by which a connection might now be established between the Catholic Clergy and the State, it would not become me to speak, but I may observe, that if it were sought on the principle stated by Lord Londonderry, that of " preserving the allegiance of the people, by strengthening the sense of religion," no serio...
