This document is used by the staff of the Nuclear Regulatory Commission to review the human factors engineering (HFE) programs of applicants for construction permits, operating licenses, standard design certifications, combined operating licenses, and for license amendments. Each review element is divided into four sections: Background, Objective, Applicant Submittals, and Review Criteria. References to sources of additional information are also provided for each element.
