Excerpt from Addresses Before the Rural Education Section of the New York State Teachers Association
You have been appointed.superintendents of the rural schools. There are two hundred and seven of you, almost twice as many superintendents as there were school commissioners. The old districts were generally so large that real supervision was impossible, even if the old law had contemplated it, which it did not. Putting two districts where there was one before is an important factor in increasing the efficiency of supervision. That gives the superintendent a much better chance to do some thing worth while, but whether he does it or not depends upon himself. The Education Department expects much of each, and will do all it can to help each to do conspicuously good work; it will censure a superintendent for indifference and will remove him for wilfully or ignorantly violating either the letter or the spirit of the new law. This is plain language, but plain language is best. It would be absurd to characterize it as a menace or a threat. It is in the interest of two hundred and seven ofiicials whom the law places under my supervision, every one of whom starts out with my confidence and carries with him my good wishes. It is for the sake of a perfect under standing. I have my responsibility as well as you yours. What I say is in the discharge of that responsibility.
It is well to be much more explicit and to tell you in detail what the Education Department expects of you.
