N O writer appears to have devoted himself to this specific inquiry. Works on taxation are numerous; but they are usually either historical and descriptive, or in tended to apply particular theories. Most of the manuals of political economy have something to say about taxation, and many valuable monographs deal with problems that have from time to time demanded immediate solution. But we still lack a critical exposition of the relations of existing measures and systems of taxation to the rational bases of its methods; nor, perhaps, is it too much to say that the principles implied in such an exposition have never been clearly formulated. Hence many vigorous and really able commentaries on measures and systems of taxa tion have been comparatively ineffective. Kno one can scientifically criticise the laws actually adopted by legis lators without having some Ideal method in his mind;j and he can hardly influence public oplnlon unless he not only makes this ideal intelligible, but also establishes it on rational grounds.
