It is instructive to cast a glance over the topics which have hitherto formed the chief items in these discussions on reconstruction. AS might be expected Industry looms largest. In the Report of the Committee of the Privy Council for Scientific and Industrial Research for the year 1916-17 we find a list of Standing Committees on Engineer ing, Metallurgy, Mining, and Glass and Optical Instruments. Allied to these are research committees on Mine Rescue Apparatus and Abrasives and Polishing Powders, as well as inquiry committees on Lubricants and Lubrication, Zinc and Copper, and Irish Peat. An Appendix gives the text of a pamphlet on the Government Scheme for Industrial Research. Nearly allied to the various Industrial Schemes is Scientific Research, so nearly allied, indeed, that the boom in science, so far as it has any considerable public and political support, is directed almost entirely to the physical sciences. The scientists themselves emphasize and reiterate the importance Of pure science, but even the strongest argument is that only through it can material advance in the practical applications of science be attained.

No thoughtful person in these times, caught in the toils of a world-wide catastrophe, can be content to live only in the present, full to overflowing though that be of problems of unequalled complexity and perplexity. No matter what his position may be, the blissful sense of security, born of many years' peace and luxury, has been irretrievably shattered. Like Mr. Britling, for years he smothered the danger-signals with a cloud of specious arguments, economic and otherwise, or even more commonly averted his gaze from the writing on the wall. When dogmatic denial at last failed to afford a false peace of mind in the face of the amazing and brutal reality, he perforce accepted the accomplished fact and in an astonishingly short space of time incorporated it into his mental being. This apperception of a new experience reacted differently upon different individuals. In the vast mass of our countrymen it aroused a righteous indignation, a Nemesis in the true sense of the word, which manifested itself in the never-dying glory of our "contemptible" Army and an unalterable determination to destroy the accursed thing. Amongst the intellectual elite, many of whom were physically too old or incapable to join actively in the struggle, the auto-suggestion which at an earlier period had suppressed unpleasant warnings or induced a Gallio like attitude assumed a fresh role.
