But the conv1ction,tmde° gradually growing into an article of economical faith, that minimum rates of carriage alone will suffice for successful industrial competition with the foreigner, will re-kindle the war upon rates, which will only cease With their reform. There is a disposition to ignore or minimise the dissatisfaction with railway manage ment. Mr. Grierson, in his very able and almost judicial exposition of English and Foreign Railway rates, treats the opposition as sectional and selfish in the main, and he appeals from the clamorous to the silent interests. It is time the appeal should be answered if the silent interests have any position to defend. Silence is assumed to give consent, and judgment will go by default in the absence of a com plete defence.
