The man who makes his living off the maladministration of our large cities has never been really heard. As a reformer, he says, in a different idiom, more or less what the social scientist says; as a professional thief, or tramp, still actively engaged in his business, he has not been persuaded to say anything of importance. Neither of the two committees which have te cently investigated New York City was success ful in getting him to Open up' and the only books of value he has ever written in this coun try were written after he had decided to' 'square it and live respectably. He 18 not a garrulous person; he must know absolutely with whom he is talking before he will enter into an intimate conversation. The present book is the outcome of a mod.
