The work was begun by me eight years ago, and formulated as a first draft while connected with the University of Pennsylvania. In 1905, Mr. Fred. Wilbur Powell undertook to assist in the collection of scattered materials from the many libraries where early periodicals and documents might be found, since which time he has been almost continuously in collaboration. The cost of this part of the work and of preparing an exhaustive bibliography has been largely borne by Carnegie Institution. Subjects pertaining to the financing of construction and equipment, financial management, bankruptcy, receivership, reorganization, and consolidation will be presented at a later date.
