Such constitutions as had been granted by lesser monarchs, in the first moments of enthusiasm or necessity, were withdrawn under Metternich's protection. Bavaria, it is true, and a few lesser German States still retained some shadow of representative government. SO also did France, but all real power there was in the hands of the reactionaries; and thus the year 1820 saw Europe once more in the grasp of an absolutism as complete in its authority as before 1789, and grown far more watchful and wise and cautious.
