I have thought it worth while, also, to reprint sev eral papers of my own, which appeared to have some bearing on the history or on the status of copyright, and which also were, for the most part, written for campaign purposes.
The report submitted by Mr. Simonds on behalf Of the House Committee on Patents presents a very comprehensive and succinct summary of the grounds on which the demand for an International Copy right Bill was based, and it is probably the most complete and forcible of the many reports presented to Congress on the subject. This report appeared, therefore, to belong very properly in the collection.
In bringing together statements and records from a number of sources, it was impracticable to avoid a few repetitions; but in a volume which lays no claim to literary form, but has been planned simply as a compilation of facts and information, a certain amount of repetition will, I trust, not be considered a very grave defect.
