Upon the reassemblage of the houses of Congress, the President submitted the memorial of the Citizens and other documents, and a portion of the inquiries which were suggested in them came before the standing committee of the Senate on Privileges and Elections for prosecution and report.

It is but justice to your Committee to affirm that every matter of fact, and every conclusion of law set forth in their memorial have had ample confirmation in the testimony collected, and the reports submitted to the Senate by that Committee. The report of the majority of that Committee contains the following just condemnation of the mandates and orders pronounced or allowed by the Judge presiding in the Circuit Court, of which your Committee were instructed to complain. They say we now come to the saddest chapter in this melancholy business - the interference of federal authorities with the affairs of the State of Louisiana."
