By common consent amongst all classes Of statesmen, the poor laws. Both in England and Ireland, and every inquiry relating to the correction Of indigence, are pronounced to be the most vital questions in public economy, de manding the earliest, closest, and most devoted consideration of the legislature And, indeed, if all the bearings Of these questions be traced, this estimation Of their paramount importance will neither be found disproportioned to real exigencies, nor to spring exclusively from that direction of public discussion towards popular subjects, which some individuals, who, in the texture Of their minds, are more of the past age than the present, occasionally urge.
