One could scarcely understand the commission system of the United States from the experience of the several State commissions and the Interstate Commerce Commission. Apart from the fact that many of the ideas which the pioneer state in railway regulation gave to the country were borrowed in turn from England and Continental Europe, a just appreciation of the importance of the circumstances and the surroundings in which the means of regu lation operates is impossible without a knowledge of the various solutions of railroad questions under different political conditions.
