Excerpt from Our Cities Awake: Notes on Municipal Activities and Administration
Once again it is pleasant to recall that in the Department of Public Works in Philadelphia, 1912-1916, our staff was made up of a peculiarly able, versatile, and loyal group of engineers and other technicians. It is hoped that a running record of some of the experiences and accomplishments of this group as a background for a book on city making may not be without interest and value.
In collating the material for this book, Mr. Henry G. Hodges, who acted as Special Inspector in my office during a part of 1915, and who left us to join the teaching staff of the Political Science Department, Western Reserve University, has very materially assisted me. In fact, had it not been for his willing ness to help in its preparation I am quite sure that I would not have undertaken the book.
