Excerpt from Rightly Dividing the Word of Truth: A Charge to the Clergy of the Protestant Episcopal Church of the Diocese of Virginia
In the twenty-seventh canon of our church, 'it is declared to be proper, that every Bishop shall deliver, at least once in three years, a charge to the clergy of his dio cese, unless prevented by reasonable cause. It has now been nearly five years since this duty was performed, though some other publications have meanwhile been issued, hav inggin view, my brethren of the Clergy as well as laity, which I hope will be accepted as a reasonable cause of delay. In my last, I selected as a topic suited to the times, the law of proportion as exhibited by the sacred writers in their treatment of the several partsof our holy religion, giving to each their due relative importance, and nothsufi'er ing any one to encroach on the rights of others, as plainly assigned them by their. Divine Author. Kindred to this, and yet sufficiently distinct for a separate charge, is the one now presented to your consideration; not as though you were ignorant. Of it, or neglected to enforce it, but because the cir cumstances of our times require that we should study it with peculiar care, and set it before our hearers with the greatest possible distinctness and earnestness.
