Excerpt from On the Influence of Brain-Power on History: An Address Delivered Before the British Association for the Advancement of Science at Southport on September 9th, 1903
Several friends suggested that I should issue my Presidential address in pamphlet form. I thought it might be useful to do this if it could be accompanied by the data (which had been published in Nature on which a large part of the address is based. I therefore begged Messrs. Macmillan and the writers of the articles to grant me permission to reprint certain parts of them. This was at once given, and l have to express my best thanks for the favour thus extended to me.

The author argues that the development of brain power, formerly driven by scientific achievement, is now largely driven by education and research. The author highlights a decline in both and suggests that, in order to maintain status and influence on the global stage, Britain must undergo a massive overhaul of its educational system. By examining the results of a commission on the war in South Africa, the author argues that the nation is also suffering from a failure to incorporate scientific thinking and research into the civil service and other sectors, resulting in a decline in national efficiency. The author argues that, in an era of international competition and struggle for resources, the development of brain power has become a matter of paramount importance for national survival and prosperity.
