Debate and policy in wartime America

Learn how lawmakers and witnesses grappled with loyalty, citizenship, and rights in a pivotal moment of U.S. history. This volume presents the actual proceedings of a House committee as it weighs bills on deporting aliens who disloyally oppose the United States or seek to deny public land privileges.

Two framing paragraphs:
This non-fiction collection captures a detailed snapshot of 1919 congressional hearings on immigration and naturalization. It centers on measures to deport certain aliens and to limit access to public lands, illustrating the era’s hard-line stance on allegiance and national security. The testimony features Representative Walter H. Newton and other lawmakers debating the scope and legality of such actions, along with references to contemporary court decisions.
What you’ll find inside:
  • Direct transcripts of statements and questions from committee members and witnesses
  • Discussion of statutory changes connected to wartime service, citizenship, and land ownership
  • Consideration of constitutional arguments surrounding deportation and civil rights
  • Historical context showing how policy ideas evolved in the immediate postwar period
Ideal for readers of early 20th‑century U.S. policy, immigration history, and legal history who want to understand how lawmakers approached loyalty, governance, and expansion of executive power during a pivotal era.
