The agreement with The New York Public Library provided that the inevitably heavy cost of printing should be kept as low as might be, without impairing accuracy or usefulness. This Census aims to be nothing more than a guide to investigators, showing where these widely scattered volumes, of which a large proportion are in places where one would not expect to look for them, may be consulted. This fundamental purpose should be kept in mind by those who have occasion to examine it. It does not attempt to give any information except what is essential to its purpose.
