The question whether a provision for independent voting was a necessary legal requirement arose early in our investi gations. In order to obtain light upon this subject the secretary was, on July 3, 1897, directed to address the attorney-general upon the subject, and reference is hereby made to Appendix B for the correspondence which ensued.
