The pledges in question were of a very definite character, and were often repeated. They were embodied in a precise form in the Housing and Town Planning Act of 1919, and the records of the proceedings thereon bear witness to the fact that one of the difficulties of the Minister in charge of the Bill was to resist proposals which would have made the task exceed the limits of any possible form of execution. The intention of the Government to persevere in this effort was very clearly stated to the people in the manifesto of the Prime Minister and Mr. Bonar Law when their support was solicited at the General Election of 1918.
