This book is a detailed study of problems associated with minority enrollment in the Wisconsin State Universities system, with a specific focus on black students. The author was commissioned by the Wisconsin State Committee of the US Commission on Civil Rights to investigate black enrollment in Wisconsin State Universities, particularly the two schools that had been the sites of major incidents of racial violence. The author visited nine of the 13 State University campuses, conducted interviews, and collected statistical data. The author found that while the system as a whole had a commitment to educating minority students, this commitment was primarily a commitment to international and out-of-state minority students. In 1970, only 46% of minority students enrolled in the system were Wisconsin residents. The author argues that any state university system must address the needs of the state's population as a whole, which in Wisconsin meant quadrupling black enrollment from its current 0.6% to at least 2% to keep pace with population growth. The author found that several factors contributed to the extremely uneven pattern of minority student distribution on the nine campuses, including the personal and institutional idiosyncrasies of local financial aid offices and a lack of systematic help for minority students. The author recommends that the system develop incentives to local recruitment and retention and provide scholastic survival kits and systematic help in using them to minority students.
