The enormous industrial development begun in the early decades of the nineteenth century and now Spread to nearly the whole civilized world and the tendency of population to concentrate in great urban centers constitute beyond much doubt the two deepest and broadest social phenomena of our time. The one is but the corollary of the other, and a scientific administration of municipal affairs is hardly second in economic importance to an equitable adjustment of the relations of capital and labor.
