Whereas, sections 105 and 106 of Public Law No. 99-546 (100 Stat. 3050) and sections 203, 205 and 208 of the Reclamation Reform Act of October 12, 1982 (96 Stat. 1263; 43 u.s.c. 390cc, 39oce, 390hh) require annual adjustment in the rates to be paid by the District for cvp water made available pursuant to this contract.
