In making the recommendations and suggestions embodied in this report it has been our aim to bear in mind the present characteristics of Rochester and the natural lines of its growth - to preserve the one and stimulate the other and not to force improvements alien to the city. Rochester has a strong individuality among American cities - an individuality to be guarded and encouraged. Rochester at its best - improved and enlarged - must still be Rochester. And its well known enterprise and highly developed civic pride justify high hopes for the future city.
