Excerpt from Une Cour de Justice Internationale

Ce volume se compose de deux parties; chacune d'elles a jusqu'ici paru sous forme séparée dans la langue anglaise comme publication de la Division de droit international de la Dotation Carnegie pour la paix internationale.

La première partie, publiée avec la permission de l'Honorable Robert Lansing, Secrétaire d'État des États-Unis, parce que sans sa permission les documents officiels qu'il contient ne pourraient pas être publiés, a pour dessein de montrer le progrès déjà fait vers la création d'un tribunal international dont M. Woodrow Wilson, Président des États-Unis, est un partisan sérieux et convaincu, comme il paraît dans son discours prononcé le 1er février 1916, à Des Moines, Iowa, dans lequel il dit:

Vous savez qu'il n'y a pas de tribunal international, mes concitoyens. Je prie Dieu, que si cette lutte n'a pas d'autre résultat, elle aura au moins pour résultat de créer un tribunal international produisant quelque garantie commune de paix de la part des grandes nations du monde.

En appelant l'attention, par l'intermédiaire de ce volume, sur la coopération de l'Allemagne, de la France, de l'Angleterre et des États-Unis, dans la cause de la justice internationale, le soussigné ose espérer que bientôt ces quatre nations s'uniront de nouveau pour la cause de la justice internationale, parce qu'il faut leur coopération en cette cause, si la justice doit un jour régler la conduite des nations.
