Últimamente escribimos un examen crítico de la nueva Constitucion autoritaria con que el Presi dente de Colombia ha reemplazado las institucio nes federales que destruyó al terminar la última guerra civil del citado año de 1885. Con esos ma teriales formamos este libro, cuyo objeto es pro pagar los principios democráticos sobre la cons trucc¡on del gobierno republicano, de modo que, ejermendose simultáneamente por todos los parti dos, sea la expres1on verdadera de la voluntad popular, con lo cual la paz interior y el orden público serán perdurables. Sería diferente el plan de esta obra si, desde un principio, nos hubiese mos propuesto redactar un tratado de Ciencia constitucional; pero tal como las circunstancias lo han impuesto tiene la ventaja de ser práctico, por que las ideas aparecen en la forma concreta que se les da cuando se reducen á instituciones escri tas, y puede ser útil para todas las repúblicas, puesto que en el gobierno de ellas se descubren los mismos vicios orgánicos que en el de Colom bia y necesitan de los mismos correctivos. Espe cialmente con el propósito de cooperar al perfec cionamiento del sistema republicano en la América española, nos hemos decidido a publicar este libro ¡u.
