This book, a rich compendium of governmental tax laws, regulations, and associated internal revenue codes, provides a thorough examination of the myriad customs and other duties that were instituted within the United States during the years 1861 and 1862. A crucial element of the Civil War effort, these much-needed tax codes covered everything from income levels, occupational licensing, manufacturing, and legal protocols to the exacting of duties on specific goods and services. The author begins with a comprehensive review of the historical framework, providing background on prior tax structures and an analysis of the emergent need for the sweeping set of changes passed into law during this period. These changes were of such significance that they constituted the first instance of a federally administered income tax within the United States. Beyond matters of taxation, the author probes the broader thematic implications of the laws, examining how the transition in tax structure mirrors a shift in the structure of the nation itself, moving from an agrarian economy toward more advanced industrial and commercial practices. Whether a scholar of this period in American history, a researcher seeking detailed primary source material, or an attorney or legal professional navigating the intricacies of tax law, this book offers an unparalleled repository of information regarding 19th century legal statutes, customs, and related fiscal policy.
