Excerpt from Senate Concurrent Resolution No; 14: Approving the Charter of the City of Alhambra, State of California, Voted for and Ratified by the Qualified Electors of Said City of Alhambra at a Special Municipal Election Held Therein for That Purpose on the 14th Day of October, 1914
Sec. 45. No ordinance or resolution 'shall be passed or become effective without receiving the affirmative votes of at least three members of the commission.
Sec. 46. Every ordinance shall be preceded by a brief title which shall indicate the subject and purpose thereof.
