Excerpt from The Administration's Clipper Chip Key Escrow Encryption Program: Hearing Before the Subcommittee on Technology and the Law of the Committee on the Judiciary, United States Senate
Incidentally, the administration, has stressed, and I am sure will in testimony today, the security of Clipper Chip. The price for this security is that two Federal agencies will hold a duplicate set of keys to decode any communication encrypted with the Clipper Chip before any wiretap order has been issued.
Now, before American citizens and potential customers of Amer ican computer and telecommunications products will see this as the solution to privacy or security concerns, they have got to be assured that iron-clad procedures are in place. We have got to be able to guarantee that, absent a court order, no one is going to be able to decode their private communications except, of course, the person they want to. Otherwise, even law-abiding users are not going to want to use encryption devices with Clipper Chip.
