Excerpt from The Revision and Amendment of State Constitutions
My purpose in this study is to give a statement of the practice concerning the amendment and revision of state constitutions, and to discuss the legal principles con trolling the alteration of such constitutions. Emphasis has been placed upon present conditions, but some at tention has been devoted to the historical aspects of the subject, especially with respect to the constitutional convention, which cannot be understood except when treated historically.

It examines the origins and development of this method of altering and revising state constitutions in the United States, as practiced in the years between 1776 and 1783. The author provides a detailed account of the process during the revolutionary period, including the role the founding fathers played in establishing the distinction between constitutions and statutes, the development of the constitutional convention, and the submission of constitutions to the people for ratification. The book sheds light on how the concept of a constitution as a superior legal framework, limiting the powers of government, came into being, and how the idea of popular sovereignty influenced the practice of constitutional amendment.
