This being the first attempt that has been made to show What may be done by~a proper revision of our financial and fiscal code, which began in times when the principles of taxation were ill understood, it is hoped the present publication will be received with indulgence. The author is afraid that the pressure of professional avocation may have prevented him from rendering it as complete as it might have been. Still, as the observations now put forth are not the growth of a dav, he trusts they will not be found altogether unworthy of consideration.
