He reported directly to the Governor of California on the financial state of the government at the time and made annual recommendations for addressing the funding needs of the state. The author's main concerns are that, because of local factors, the government had not sufficiently funded the volunteer militia, who, despite their lack of resources, had faithfully served the state. His goal throughout his reports was to improve the financial strength of California by improving the way the government funds the military. He also discusses broader issues related to the Civil War and the implementation of the Stamp Act of 1857.
