Excerpt from The Consortium: The Official Text of the Four-Power Agreement for a Loan to China and Relevant Documents

Finally I notice that in his answer to the American bankers' letter Mr. Lansing states that the United States Government would be opposed to any terms or conditions of a loan which sought to impair the political control of China or lessened the sovereign rights of that Republic. His Majesty's Government presume that in making this statement the Secretary of State did not mean to imply that the United States Government would not entertain favorably any loan scheme submitted for their approval by the American Group which provided for foreign control of the collection of the revenues earmarked as security for the loan, such as exists in the case of the loans secured on the Chinese Maritime Customs Revenues and on the Salt Gabelle. Similarly His Majesty's Government conclude that the United States Government would not consider, for example, the appointment under the terms of a currency reform loan of a foreign adviser to Supervise the introduction of currency reforms in China as an infringement of that country's sovereign rights. I venture to suggest that the favorable consideration of the American pro posal would be facilitated if His Majesty's Government and the Other Governments concerned could be reassured as to the pre cise intentions of the United States Government in this matter.

Paperback. Zustand: New. Print on Demand. This book presents a series of documents that provide historical context for the establishment of the Consortium, an international banking group founded in 1920 to lend money to China. At the time, Manchuria and Mongolia were not considered part of the Consortium's purview, but the author argues that this exclusion was a mistake rooted in political and economic interests. The Consortium's formation was predicated on the belief that only through cooperation could the best results be obtained for China and the common interests of the four participating powers of France, Great Britain, Japan, and the United States. The book concludes that the Consortium's mandate should have included all of China, as excluding Manchuria and Mongolia set the stage for future conflict and missed the potential for broader economic growth.
