After more than two years of argument and recrimina tion, the gist of which it is unnecessary to pass in review here, Germany signed early in May of this year an agree ment to liquidate in full the Reparations bill presented her by the Reparations Committee acting under the Authority vested in it by the Treaty of Versailles.
