It is impossible for me to personally meet many of the teachers of the State of Washington for more than a brief conference, or an informal talk at Institutes, and I cannot hope to meet more than a very small percentage of the earnest men and women in our state, who are cooperating and lending their assistance to all efforts pertaining to educational and social development. For this reason, I am sending this message to you so that you may understand what I have in mind.
