Neither mufi we fuppofe that one and the fame mode of govern ment was efiablilhed in each of the feveral kingdoms formed upon the ruins of the Roman empire, or that the aril'tocratical liberty with which each was at hri'c influenced, continued to produce the fame effecls in all. In fome, the power of the Monarch was more, and in others lefs limited. In fome, the national council was compofed only of a few great and leading men; in others it was more diltufed, and comprehended a greater part of the body of the people. The circumf'tances of fituation, climate, foil, commerce, and religion; the difpofitions-and talents of Princes; the factions amongfi the great men, tended, in the courfe of years, to introduce revolutions in the political fyf'tem, and to form new confiitutions of govern ment; (0 that, while one nation daily improved, and at lall brought its political liberty to the highef't lufire, others gradually declined, and, in the end, funk under the abject yoke of abfolute monarchy.
