Behavior of an individual to discovering the critical elements in the behavior of an organization, it is important to be able to discuss and describe human decision processes. In order to do this we need a theoretical structure around which to organize our thinking as well as a set of terms or vocabulary with which to label the data. The object of this paper is to provide a guide to such a theory and to describe an experimental method by which useful models.
