During the last few years, a number of relatively effective artificial intelligence (ai) programs have been written incorporating considerable amounts of knowledge. Consequently, the problem of encoding such knowledge in a useful form has emerged as one of the central problems of ai. Winograd [48] distinguishes between declarative information which can be thought of as knowing what, and procedural information which can be thought of as knowing how He describes the underlying problem as that of constructing representations which can take advantage of the decompos ability of the declarative form without sacrificing the interactive possibilities of theprocedural form. Ideally, it should be possible to specify information in a form which does not constrain the way in which it is to be used. Unfortunately, a straightforward implementation of such a declarative representation corresponds to a nondeterministic program which makes a relatively blind search through the solution space.
